A court order has been issued for the arrest of former Harriman City Councilman Brian Frost after he failed to appear in court Monday morning.

Frost, along with his son Bradley Frost and Tony Williams, were indicted earlier this month on charges related to a fatal shooting that occurred at a party on August 30. 18-year-old Holden Howse of Lenoir City died during the incident.

Brian Frost faces a number of charges including coercing a witness, tampering with evidence, and official misconduct. According to the indictment, Frost allegedly attempted to coerce Harriman Police Chief Baron Tapp during the investigation.

Bradley Frost appeared in court with his attorney on Monday. Tony Williams was also present and was assigned a public defender. They were both given plea settlement deadlines of February 23.

Brian Frost was not in attendance, and no attorney was present to represent him. District Attorney Russell Johnson requested that a capias, a court order instructing law enforcement to take him into custody, be issued. Frost’s bond was also increased from $10,000 to $20,000.

“We have heard rumors about where he might be and why, but nothing that was announced in court or that can be verified,” Johnson said.

According to prosecutors, the August 30 party involved underage drinking, firearms, and marijuana vape pens. 17-year-old Riley Pawlick allegedly began arguing with an 18-year-old at the party and then loaded a pistol and hit the teen in the head. The gun reportedly discharged, striking Howse. He later died at UT Medical Center as a result of his injuries.

Bradley Frost was indicted on 14 counts of furnishing alcohol to minors, four counts of contributing to the delinquency of a minor, and one count of possessing a firearm while under the influence. Tony Williams was charged with accessory after the fact for allegedly driving Pawlick away from the scene.

Pawlick, charged as a juvenile, faces second-degree murder, aggravated assault, and destruction of evidence.

On October 8, the City of Harriman announced that Brian Frost had resigned from the Harriman City Council. His son, Bradley Frost, also resigned from his position with the Harriman Fire Department after being suspended pending the outcome of his criminal case.
