Williamson County Republican Executive Board Strongly Endorses Tennessee HB2419 and SB2311 to Require County Approval for Municipal Annexations

Franklin, Tennessee – The Republican Executive Board of Williamson County, Tennessee, has adopted a resolution strongly supporting the passage of Tennessee House Bill 2419 (HB2419), sponsored by Representative Monty Fritts, and its companion Senate Bill 2311 (SB2311), sponsored by Senator Joey Hensley, during the 114th General Assembly.

The legislation amends Tennessee Code Annotated Title 6, Chapter 51, Part 1, to address longstanding concerns over municipal annexation practices that have led to increased conflicts between counties and cities, particularly following amendments in 2014 and 2017 that expanded annexation flexibility without sufficient county input.

Under the proposed bills, before a municipality can adopt an annexation ordinance, it must:

  • Submit a comprehensive financial impact study to the affected county’s legislative body, detailing short-term and long-term effects on county infrastructure, public services (including schools), and taxpayers, along with a statement demonstrating the municipality’s financial viability to provide essential services such as water, sewer, roads, police, fire protection, and other obligations.
  • Obtain explicit approval by a majority vote of the county legislative body. The county would have at least sixty (60) calendar days to review the submitted documentation and vote, with the annexation automatically deemed denied if not approved within ninety (90) days. Failure to act within the review period does not constitute approval.

“These reforms restore balance and accountability in Tennessee’s growth management framework, originally established under the 1998 Comprehensive Growth Plan to promote coordinated, sustainable development and reduce disputes,” the resolution states. “Williamson County has faced rapid residential growth that strains county-funded services without corresponding oversight or fiscal relief, imposing burdens on taxpayers inconsistent with responsible planning and our Party platform’s emphasis on infrastructure capacity, budget-neutral expansion, and preservation of rural community character.”

The resolution highlights how post-2017 changes have enabled noncontiguous and piecemeal annexations, undermining the original intent of coordinated growth and placing disproportionate costs on unincorporated county areas.

The Williamson County Republican Executive Board urges the Tennessee General Assembly, Governor Bill Lee, House Speaker Cameron Sexton, Lieutenant Governor and Senate Speaker Randy McNally, and the county’s legislative delegation—including Senator Jack Johnson (District 27), Representative Gino Bulso (District 61), Representative Jake McCalmon (District 63), Representative Lee Reeves (District 65), Representative Todd Warner (District 92), and Senator Joey Hensley (District 28)—to prioritize and enact HB2419 and SB2311 in their introduced form during the 2026 session, without amendments that would dilute county approval requirements or oversight provisions.

Copies of the resolution will be forwarded to Governor Bill Lee, the House Speaker, the Lieutenant Governor/Senate Speaker, and Williamson County’s full legislative delegation.

The resolution was adopted at the Board’s meeting in March 2, 2026.
