The Tennessee Conservative [By Kelly M. Jackson] –
Last session, the General Assembly passed a bill that was signed into law by Governor Bill Lee which focused on state sovereignty rights in the face of aggressive globalist initiatives that seek to infringe on personal property rights of Tennesseans.
Specifically, initiatives such as Agenda 21, the 2030 Agenda For Sustainable Development, as well as the United Nations proposal to reach net zero emissions by the year 2050.
The bill, House Bill 1346/Senate Bill 1147, written and sponsored by Representative Dennis Powers (R-District 36-Jacksboro) and Senator Frank Niceley (R-District 8-Strawberry Plains) states:
“As enacted, prohibits this state and its political subdivisions from adopting or implementing policy recommendations that deliberately or inadvertently infringe or restrict private property rights without due process, as may be required by policy recommendations originating in, or traceable to, “Agenda 21,” adopted by the United Nations in 1992 at its Conference on Environment and Development, the 2030 Agenda for Sustainable Development and the U.N.’s proposal to reach net zero emissions by 2050, or any other international law or ancillary plan of action that contravenes the constitution of the United States or the constitution of this state. – Amends TCA Title 4; Title 5; Title 6; Title 7; Title 66 and Title 68.”
The city of Knoxville appears to be violating this new law with its cooperation with and membership in an organization called ICLEI – Local Governments for Sustainability, which was formed in 2006 in Germany.
According to ICLEI website’s about page, “ICLEI makes sustainability an integral part of urban development and creates systemic change in urban areas through practical, integrated solutions. We help cities, towns and regions anticipate and respond to complex challenges, from rapid urbanization and climate change to ecosystem degradation and inequity.”
According to the United Nations, ICLEI is an accredited organization with the UN. And according to this link ICLEI supports Agenda 21.
In 2016, right around the time Knoxville joined ICLEI, then Mayor Madeline Rogero asked for an update to the city’s zoning laws, something that had not even been considered for about 60 years.
The result of this endeavor began to manifest around 2019, in something called RECODE. This process has a primary goal of “sustainable development” a concept that is notorious for discounting the rights of those who own the property, and instead valuing the “greater good” of the environment.
If the City of Knoxville has been implementing policy recommendations from ICLEI that infringe on or restrict the personal property rights of residents without due process, an investigation from Attorney General Skrmetti’s office may be in order to determine if any law has been broken.
Critics of the adoption of RECODE policies and the inclusion of Knoxville into ICLEI are demanding that not only those policies be reversed, but also that the City Of Knoxville terminate their membership with ICLEI.
We will continue to follow this story as it develops.

All I can say is you put up with it.Either set there are do something to stop it.
The limits of oppression are defined by the oppressed, not the oppressor. Apologies to Fredrick Douglas, but he was right then, and the wisdom of his comments is still valid.
The problem is that no one is ever arrested, tried and convicted for these violation. Occasionally, because of self protection rules and laws a municipality may be fined. This means nothing as the taxpayers foot the bill.
Debbie’s very astute. Lots of excitement, tyranny everywhere – no prosecution. Ralph echoes this frustrating chain of events which result in WE THE PEOPLE forced to “shut up and pay the bills.” WHERE’S THE PROSECUTION?
I wonder if this is anything like, eminent domain, or kin to it?
Yup, lucifer’s evil cities.
If one were to look at the Fiscal Note that went with the law they would see that Nashville and Knoxville were to see a DECREASE in city expenditures in the amount of the ICLEI dues. It is quite possible they cancelled the dues as required but ICLEI has a way of taking months to remove cities that have cancelled their membership with ICLEI. I have no doubt Knoxville is knee deep in UN Agenda 21 policies but did the person that submitted this story get proof that Knoxville did not cancel their membership with ICLEI???? Just because Knoxville is still listed on the ICLEI website (Nashville is still listed too) does not mean Knoxville did not cancel its membership. Lets do our leg work before we make accusations like this.
Thanks for the great work, Kelly. I escaped from CA for Christmas here in 2020. God has blessed me again. I attended the recent TENNESSEE STANDS Townhall in Franklin recently and was inspired by what I saw – Tennesseans digging in to keep TN on the right track. I will join in the work.
May God bless and protect you and your family.
Our culture is more focused on self-entertainment while the opportunists are hard at work making sure they get what they want. Apathy is an action and those who don’t pay attention to politics (policy making) have been destroying their own/children’s future opportunities.
History repeats itself for a reason.
Excellent article Kelly!
