The Tennessee Department of Correction (TDOC) announced that probation and parole officers will carry out “Operation Blackout” on October 31 to enhance public safety and protect children during trick-or-treating by conducting unannounced home visits of sex offenders whose convictions involve minors.

Officers will confirm that sex offenders deemed “high-risk” follow special restrictions for the holiday, ensuring families have an extra layer of reassurance in taking their children out for the evening.

Per TDOC, sex offenders with convictions involving minors are prohibited from:

  • Answering the door to trick-or-treaters; porch lights must remain off and front doors closed.
  • Distributing treats, candy, favors, or gifts to children at their residence or any other home. Offenders may not visit or be present in any residence where these items are being distributed.
  • Distribution of treats, candy, etc. by anyone else at the offenders registered residence. 
  • Wearing costumes.
  • Having a Halloween party at the offender’s residence.
  • Visiting corn mazes, haunted houses, hayrides, or any other seasonal activities, or attending any function where children are gathered, even if it is a private residence.

“This is about being present, reinforcing expectations, and helping to ensure families can enjoy the holiday with peace of mind,” said TDOC Assistant Commissioner of Community Supervision Chris Hansen.

Operation Blackout is an annual operation to check compliance as officers make visits all through the month of October and have a presence in neighborhoods on the 31st.

During the 2021 operation, of 3,901 individuals checked, 22 were arrested for violations such as drugs, weapons, or failure to comply with the sex offender registry guidelines.

TDOC reports there are currently over 26,000 registered sex offenders in the state, with roughly 5,000 under active TDOC supervision.

The agency reaffirms it will be out enhancing public safety, but also offers some suggestions for parents to help keep their kids safe during the evening’s festivities:

  • Go with your child, not just for safety but as an opportunity to get to know neighbors better. 
  • If a child is allowed to go without adult supervision, make sure to know where they will be.
  • Check the TBI Sex Offender Registry to know which houses to avoid prior to trick-or-treating.
  • Contact local law enforcement if any suspicious activity is seen.
  • Report any TDOC offenders at a Halloween event or with holiday décor at 1.844.TDC.FIND.

  1. Halloween is the satanic high holiday when children are kidnapped, mutilated, murdered, tortured, bled, and sacrificed by the luciferians and witches. Tennessee is loaded with witches and satanic temple members, as is the whole east coast. Halloween must cease as a day to be celebrated; celebrate Thanksgiving for a month, celebrate Fall, early Christmas, but stop recognizing satan.
    Witches have spoken about how they go to stores and put spells on the costumes, declarations, candy, cosmetic, everything having to do with halloween to breach the safety of children, inviting the demonic.
