A registered sex offender on lifetime supervision was arrested and charged with aggravated sexual battery after being accused of grabbing a female minor in a parking garage in downtown Nashville on Saturday.

The Metro Nashville Police Department stated that the incident took place just after 4 p.m. when the victim was walking in the stairwell of the Public Square parking garage on James Robertson Parkway with her siblings.

As 39-year-old Matthew Lee Harber passed the 11-year-old girl on the stairs, he allegedly grabbed her buttocks and then fled the scene.

Police say Harber was later identified through surveillance video.

A Central Precinct officer assigned to the Entertainment District spotted Harber on Sunday near Ronald Reagan Way and Peabody Street and he was arrested.

Harber has a prior conviction for especially aggravated attempted kidnapping and aggravated sexual assault after he was found guilty of grabbing a 12-year-old girl outside a convenience store in October 2012. He is currently being held in custody in lieu of a $75,000 bond.
