Clarksville Attorney Indicted For Embezzlement Now Permanently Disbarred In Tennessee

A Clarksville attorney has been permanently disbarred by the Tennessee Supreme Court and is facing charges of embezzlement in Montgomery County.

Joel David Ragland was previously suspended from practicing law in April 2024 after the Court said he was “a threat of substantial harm to the public” after it was determined that Ragland has misappropriated company funds for personal use.

Clarksville Police initially began investigating allegations against Ragland made by Apex Title owner Eric Yow in March 2024.

According to Yow, he believed that Ragland, who was his business partner, had been embezzling funds from the company for at least a year. At the time, it was estimated that Ragland had stolen over $85,000.

The investigation uncovered that Ragland had written two checks totaling around $60,000 from an Apex Title account to his personal checking account. He had also written two company checks totaling $25,236 to Moore Construction to “pay back a personal loan.”

Ragland was indicted on one count of theft of property greater than $60,000 in March 2025. He is scheduled to appear in court again in November.

The Tennessee Supreme Court announced earlier this month that Ragland would be permanently disbarred from practicing law in the state. A press release stated that Ragland consented to this discipline because he “could not successfully defend himself” against his charges.
