When Knoxville voters take to the polls on November 6, they will have the opportunity to potentially change how city councilmembers are elected.

Ballots will include a charter amendment asking voters if candidates for city council should still appear on the general election ballot if they received a majority of the votes in the August primary election.

If passed, this would mean candidates would automatically win the election without a runoff if they received more than half of the votes in the primary.
Currently, the two candidates with the most votes in the primary election move on to the general election ballot, no matter how many votes are received in the first round.

If the amendment passes, it would be effective beginning in 2027, according to Chris Davis, Knox County Administrator of Elections.
