The City of Mt. Juliet’s Guardian Shield License Plate Reader (LPR) system helped law enforcement catch an illegal alien over the weekend who had been deported multiple times from the United States.
Luis Ginez-Ramirez, 44, was pulled over on July 25th by Mt. Juliet Police (MJPD) after the LPR system alerted officers about a stolen Chevrolet Cruz entering the city from Davidson County.
The car had been reported as stolen in Kentucky on July 3rd after a money order was used to purchase the vehicle which turned out to be fraudulent.
MJPD monitored the vehicle until it pulled into a driveway and was stopped. At that point, Ginez-Ramirez attempted to run away from the officers but was found in a nearby wooded area a short time later after MJPD secured the area.
A female passenger, Jenny L. Kelly, 41, from Jackson, Tennessee, was apprehended at the car while parked in the driveway on Nonaville Road.
Kelly, who was charged with Theft of Property and Possession of Drug Paraphernalia, had warrants for her arrest out of three counties dating back to last year.
In Nashville, she was wanted for failure to appear and a probation violation, in Cheatham County for Theft, and in Chester County for another probation violation in addition to drug-related charges.
Upon investigation, officers found printing equipment able to create fraudulent identification cards, many such fraudulent IDs, as well as a system that produced fraudulent money orders and checks in the vehicle.
Discovered to be an illegal alien, Ginez-Ramirez had been deported from the U.S. a total of seven different times, and had continued to return without authorization.
Ginez-Ramirez was charged with Theft of Property, both misdemeanor and felony Evading Arrest, Possession of Drug Paraphernalia, and Possession of Methamphetamine.
In a post on Facebook, MJPD wrote that “Federal authorities are assisting in the investigation” which appears to be code for the suspect being placed on an ICE detainer.
According to Davidson County Criminal Court records, Ginez-Ramirez has a criminal history in that county dating back to 2004 which includes driving without a license, two DUIs, and drug charges.

Build the wall and Deport them ALL! Great job LEO’S but I can’t believe how low the bonds are set. Must be some Soro’s appointed DA’s in the court system.
And now they’ll deport him for the 8th time and then he’ll find a way back in again and return to his life of crime on Americans. Has anybody ever considered putting him in prison for all these crimes and returning after being deported 7 times?
IMHO if they’re deported and return, they need permanently dispatched. We don’t have adequate punishments.
