After a probe by the Tennessee Bureau of Investigation (TBI), Democrat Representative Ronnie Glynn is set to be referred to the District Attorney for further investigation into a complaint alleging Glynn lives outside the district he represents and may be taking advantage of veteran property tax benefits.

According to local sources, the TBI investigation was initiated from a complaint filed by a Montgomery County resident in May with the Tennessee Comptroller’s office questioning whether Glynn legally resides where he claims.

While it is not technically illegal in Tennessee for a candidate to run in a district where they do not reside, candidate eligibility under the law also requires that candidate to “be a qualified voter of the legislative district by Election Day.” Additionally, state law maintains a person can only have one legal residence, which is defined as the place where their habitation is fixed and to which they intend to return.

The complaint alleges that while Rep. Glynn claims residency in an apartment in District 67, which he currently represents, he primarily lives with his wife and children in a home in District 68.

The Montgomery County Assessor confirmed Glynn and his wife do own the District 68 house, with the deed listing the transfer as Oct. 18, 2007, a fact independently confirmed by the The Tennessee Conservative. Glynn then changed his address to the apartment in District 67 on Oct. 10, 2022, per the local elections office.

“Additionally, I have reason to believe that Representative Glynn has received property tax relief benefits for approximately the past 12 years as a disabled veteran for the property located [in District 68],” the complaint alleges. “These concerns may also warrant review of voter registration information, residency documentation, property tax relief filings, and any other records necessary to determine compliance with Tennessee law and constitutional residency requirements for elected office.”

Under the law, a disabled veteran’s home is only eligible for relief benefits if that veteran owns the home and uses it as their primary residence, meaning that if Glynn is claiming the apartment as his primary residence to fulfill candidate eligibility requirements, then he would be ineligible to receive the property tax relief on the home.

Furthermore, the Montgomery County Administrator of Elections stated the TBI contacted the Elections Commission office over the summer requesting records for their investigation and confirmed Glynn is registered to vote in District 67 at the apartment.

If Glynn has continued to receive the veteran’s tax relief for the District 68 house yet claims the District 67 apartment as his primary residence, he would be in blatant violation of the tax law and has possibly defrauded the state for years. Or, if he does ultimately claim the District 68 house as his primary residence for the tax benefits, he could be found in violation of legal candidate requirements and voting in a district he does not live in, which means he has likely committed voter fraud.

District Attorney General Robert Nash verified the investigation but declined to discuss any details, though he did say he would be meeting with TBI investigators soon to review the agency’s findings and determine if there is any cause for his office to proceed.

“I might need to present it to a grand jury to see if it is something that needs to go forward,” Nash said.

Glynn maintains his innocence, reportedly telling TBI investigators that he does not think he has violated the law.

“You have to live within the district you represent,” he said. “There’s no rule on how long you must live in the district, you just must reside in the district. If I won, I needed to be in the district. So, I moved into the district and that’s where I’ve been residing ever since. The argument that I somehow don’t live in the district is just ridiculous.”

The Clarksville Democrat also claimed his wife lives in the District 68 house by herself and that his children are grown, so they no longer reside there either. Glynn believes the allegations stem from Republicans looking to flip his seat.

“When they drew the map for the district in an attempt to win it, they haven’t been able to do it,” Glynn stated. “I choose to live in the district I represent. Why would I not?”

Notably, Glynn has only barely managed to keep his seat in District 67, winning by only 153 votes in 2022 and 131 votes in 2024.

Official TBI channels have remained silent on the matter thus far, and with the case soon to be in the hands of DA Nash any further public details will likely come from his office should they decide to proceed.

  1. Funny how the TBI ignored Richard Pfizer Briggs renting an apartment in his current district to run against Stacey Campfield while Briggs’ lake home residence was outside the district. Campfield proved by utility records Briggs was not actually living there. Then once the TNGOP allowed him to illegally run, they gerrymanded the district afterward to encapsulate the lake house where he actually resides. These facts were recently recapped by Tennessee Stands. Still no TBI investigation.

On another note (I-40 billboard claims aside), where is Cameron Sexton’s residence?
