An Illegal Alien Who Was Previously Deported Four Different Times Is Back In ICE Custody After Being Arrested In Hamilton County While Other Illegals Have Been Arrested In Knox & Davidson County On A Variety Of Charges, Some Of A Violent Nature.

An illegal alien who was previously deported four different times is back in ICE custody after being arrested in Hamilton County.

Octavio Andrade-Aguilera was arrested in Chattanooga on drug charges but was later turned over to federal police. He was released on bond by Chief Magistrate Judge Christopher H. Steger.

Steger said he did not believe that Andrade-Aguilera was a flight risk because he was the sole financial provider for his wife and his severely disabled daughter, both of whom are American citizens.

Andrade-Aguilera has since been placed in the custody of Immigration and Custody Enforcement and transferred to the Etowah County Detention Center in Gadsden, Alabama.

He is now facing federal charges of reentering the U.S. without proper authorization. He was previously deported in 2003, 2011, 2014, and 2015.

Davidson County police recently arrested the following individuals:

27-year-old Carlos Samir Romano Mejia – arrested April 6

  • Mejia was charged with resisting stop/frisk/halt/arrest/search and reckless driving. He was booked on a $7000 bond. 

22-year-old Yefferson Yovany Hernandez Billagra – arrested April 6

  • Billagra was charged with two counts of harboring or hiding a child runaway and contributing to the delinquency of a minor. He was booked on an $8500 bond.

25-year-old Hector Gutz Putul – arrested April 7

  • Putul was charged with two counts of probation violation, resisting stop/frisk/halt/arrest/search, and driving under the influence (second offense). The probation violations are related to a previous charge of driving under the influence from 2024.

28-year-old Kelvin Guerra Sabillon – arrested April 8

  • Sabillon was charged with domestic assault with bodily injury. He was booked on a $15,000 bond. 

34-year-old Servio Alejandro Davilla-Villarroel – arrested April 8

  • Davilla-Villarroel was charged with driving on a suspended license. He was booked on a $500 bond.

34-year-old Luis Martinez-Martinez – arrested April 9

  • Martinez-Martinez was charged with aggravated robbery with a weapon or object. He was booked on an $80,000 bond.

Knox County police also recently arrested the following individuals:

35-year-old Ruben Baudilio-Mejia Hernandez – arrested April 7

  • Hernandez was charged with DUI (first offense), parking on the highway, and driving without a license. He was booked on a $10,000 bond.

38-year-old Pedro Avelino Miranda – arrested April 7

  • Miranda was charged with DUI (first offense), driving without a license, open container, and drivers to exercise due care. He was booked on a $1500 bond.

44-year-old Elias Hernandez – arrested April 7

  • Hernandez was charged with domestic assault and was booked on a $1000 bond.

Inmate records show that all of these individuals currently have immigrant detainers and will remain in custody until released to U.S. Immigration and Customs Enforcement.

An ICE hold most likely means they are in this country illegally.
