Jefferson County Sheriff Jeff Coffey (R-New Market) credits the hard work of his investigators and Internet Crimes Against Children (ICAC) Division for solving internet-based crimes.

One detective with the Jefferson County Sheriff’s Office (JCSO) concurs as to the effectiveness of the ICAC and the East Tennessee High Tech Task Force.
“As a Digital Forensic Examiner and ICAC investigator I rely on the East Tennessee High Tech Task Force for all of my ICAC cases. The specialized equipment we have access to enable detectives to operate more efficiently and make timely arrests.” – said Detective Sgt. Heather Sharpe, JCSO
Their work under the East Tennessee High Tech Task Force paid off recently with the reported arrest of an alleged suspect.

“On Monday, October 20 ,2025 Investigators with the Criminal Investigation Division and Internet Crimes against children along with the Jefferson City Police Department went to a residence on McCowen Ave in Jefferson City and arrested Marcus Vann Atkins age 30 for 3 counts of Aggravated Sexual Exploitation of a minor. This arrest was the result of a 4-week investigation that was generated from a cyber tip to investigators. Atkins is employed as a Paramedic with Jefferson County EMS and is a volunteer softball coach with South Jefferson Little League. Investigators have not found any evidence that links any of his victims to either his job or as a coach. Atkins is currently being held in the Jefferson County Detention Center awaiting bond.” – Official Jefferson County Sheriff’s Office Media Release

Because the suspect was employed as a Paramedic with the Jefferson County Emergency Medical Service, the following statement was released by the Jefferson County EMS Director.
