Tennessee State Senator Puts Forth Bill To Allow Study Of Marijuana For Medical Purposes

Tennessee State Senator Ferrell Haile (R-Gallatin-District 18) has put forth a bill  to allow the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to conduct a study on creating a medical cannabis program.

According to the text of SB1603, the study would be required to include: 

(1) The process for implementing a medical cannabis program; and 

(2) The operational readiness of state and local governmental entities to support a medical marijuana program. 

TACIR would report its findings to members of the General Assembly by November 1st of this year.

In December, President Trump officially rescheduled marijuana from a Schedule I to a Schedule III controlled substance, putting it in the same category as Tylenol with codeine.

Proponents of the change, including those in medical fields, have claimed that the redesignation will open the drug up to further study and testing, potentially making it a viable alternative to conventional painkillers.

President Donald Trump also reiterated that signing the order was not about legalization, but for scientific research purposes.

In sponsoring the bill, Haile said that he expects any future program to be strictly limited to medical use and not made available recreationally.

Haile stated that cannabis should be prescribed by a physician, and dispensed by a pharmacist.

State lawmakers passed new regulations on hemp last year which may pave the way for a medical marijuana program.



Senator Todd Gardenhire (R-Chattanooga-District 10) has also introduced legislation to revise the definition of hemp to align with the federal definition. 

Haile’s bill which has already passed on second consideration in the Senate, and been referred to the Senate Judiciary Committee is still lacking a sponsor in the House.
