The retirement of Assistant Police Chief Shawn Taylor is another in a long line of Millersville city personnel who have either retired, been fired, or resigned from their positions this year as the small city grapples with controversy and state agencies.
Since January, the city, which has a population of approximately 6,200 people and resides about 15 minutes north of Nashville, has seen the departure of two city managers, a police and fire chief, city attorney, city recorder and assistant recorder, and all its firefighters.
Taylor, labeled a “conspiracy cop” by media outlets, was in the Millersville spotlight earlier this year when the Tennessee Bureau of Investigation (TBI) restricted the police department’s access to the FinCen financial crime database, then raided the department and Taylor’s home, taking files supposedly related to a global crime syndicate Millersville PD was investigating with links to crimes like human trafficking, mortgage fraud, and narcotics trafficking.
The TBI never offered any justification for their actions, declining to comment on the investigation or even what agents were seeking during the raid.
Taylor, however, believes the TBI targeted the department for uncovering crimes involving high profile individuals.
He said the TBI, “seized evidence regarding corruption that we had locally that tied into corruption nationally and they took all of our files so that we are unable to complete these cases.” Police Chief Bryan Morris believes the raid was, “retaliatory in nature. We would have given them access to anything they asked for without the show of force.”
No reason for Taylor’s departure was offered other than a vague statement that he retired to “pursue other opportunities.” Police sergeant Tiffany VanSciver sent a brief email to town employees saying only, “Assistant Chief Taylor has officially retired from the Millersville Police Department, and we wish him the very best on his new venture in his law enforcement career.”
After NewsChannel 5 filed a records request seeking a copy of Taylor’s resignation letter, Chief Morris responded, “Assistant Chief Shawn Taylor retired on December 4th, 2024. There was no formal letter provided, no need or cause for an investigation regarding Assistant Chief Taylor, and he retired from the Millersville Police Department in good standing.”
Morris, who has acted as Millersville’s interim city manager since February along with his police duties, also offered assurances that Millersville PD functions are running as usual, writing, “Nothing has changed. The Captain (Todd Dorris) has been running the police side day-to-day with input from me when needed. Shawn (Taylor) was on the investigative side of things from the start. He never really ran day-to-day operations.”
It would seem there is more than meets the eye in this small city with its continuous turnover of personnel and relative mystery and obscure actions of state agencies, raising questions about deep-rooted corruption, crime, and scandal.

By the TBI seizing all their records, they now become “secret” and not subject to FOIA requests. So all those falsified POST certifications made by the fire chief (according to interview with Morris) and the fake “officers” that are employed based on those false certifications and the training they never received also get to remain secret. Unless the TBI eventually gets around to naming them and the state prosecutes them. I am just wondering how many months that takes – since they don’t actually have POST certification. It would seem that “public safety” would be interested in removing the uncertified, untrained “officers” from interacting with the public “with the intent to go armed”.
Anything “of God” is open and above board.
