Clarksville Physician Federally Indicted For Opioid Abuse & Healthcare Fraud

On Tuesday, the U.S. Department of Justice (DOJ) announced the indictment of 455 defendants in connection with over $6.5 billion in alleged healthcare fraud, including a Clarksville former physician accused of excessively prescribing controlled substances without necessity and fraudulently billing Medicare and TennCare for their cost.  

According to the DOJ, these indictments came as part of the 2026 National Health Care Fraud Takedown, resulting in the charges against the 455 defendants, including 90 doctors and other licensed medical professionals “for their alleged participation in health care fraud and opioid abuse schemes” which resulted in billions of dollars’ worth of false claims and “significant patient harm, including death.”

Federal court documents accuse Ramon Aquino, 77, of Clarksville, of prescribing drugs, including opioids and benzodiazepines, in “excessive and inappropriate quantities” and state that some prescriptions were without a legitimate “medical necessity”, which could cause patients “to abuse, misuse, and become addicted” to the drugs.

He reportedly prescribed 43,103 controlled-substance prescriptions to patients on Medicare and TennCare between July 2017-July 2024 which included approximately 525,519 pills or doses of narcotics and 569, 455 pills or doses of anti-anxiety benzodiazepines.

Prosecutors say pharmacies then submitted claims to Medicare and TennCare for those prescriptions, meaning the taxpayer-funded programs were billed for drugs which should never have been prescribed. In Aquino’s case, nearly $890,000 in false claims were allegedly submitted to the healthcare benefit programs, with more than $335,000 paid out. 

“Aquino allegedly failed to adequately monitor his patients’ use and abuse of prescribed controlled substances and continued to prescribe excessive and inappropriate amounts of those drugs even after receiving warnings regarding his prescribing practices,” the U.S. Attorney’s Office said in a release.

The former physician faces one count of healthcare fraud and is set to make his first court appearance on or before July 6. 

Some other defendants in the case include:

  • A Texas nurse practitioner accused of billing Medicare for medically unnecessary wound-care procedures and using the proceeds for fancy jewelry and luxury cars,
  • A mental health company owner who allegedly targeted the homeless by billing for crisis stabilization services they did not receive, 
  • A hospice owner who prosecutors say paid kickbacks to a funeral home employee for information about deceased Medicare beneficiaries, and 
  • A cardiologist accused of rubberstamping cardiovascular screening tests for college athletes performed by a South Florida diagnostic company, resulting in an $89 million scheme

The “Takedown represents a new era in federal, state, and international cooperation to combat health care fraud: cases in 56 federal districts and 45 U.S. states and territories, with 50 state Medicaid Fraud Control Units participating, the most in Department history,” said the DOJ.

The agency also noted that “unprecedented international cooperation over the two-week Takedown” resulted in the apprehension and return of several healthcare fraudsters from outside the country.

“This year’s National Health Care Fraud Takedown represents the greatest whole-of-government effort to combat health care fraud in our Nation’s history,” said Acting Attorney General Todd Blanche. “Under the decisive leadership of President Donald Trump, Vice President JD Vance, the White House Task Force to Eliminate Fraud, and our law enforcement partners, this administration has ushered in a new era of enforcement that will safeguard taxpayer dollars.”
