Gov. Lee Makes Tennessee Toll Roads Proposal Official

A press release from the office of Tennessee Governor Bill Lee has made a proposal to institute toll roads or “choice lanes” built and maintained by the private sector through a state partnership official.

Tasked with finding alternatives to raising the fuel tax or taking on debt, Transportation Commissioner Butch Eley recently presented a list of options, including public-private partnerships on express lanes, creation of “choice lanes” on existing routes, raising electric vehicle fees, speeding up planning and bidding phases on construction projects and eliminating $34 million in unfilled Transportation Department positions and using that money to raise salaries for staff. 

The presented options came as Lee and the department claimed that the state needs $26 billion in funding toward road congestion, with $14 billion for the state’s four major metro areas and $12 billion for rural interstates.

Lee said that the state would not raise the gas tax or issue new road debt to fund the road improvements and that it would look for a public-private partnership to build the toll lanes and then have users pay tolls to use the additional lanes.

“As Tennessee continues to experience unprecedented growth, it’s critical we invest in roads and bridges to fully harness our state’s success,” Governor Bill Lee said. “I asked Commissioner (Butch) Eley to look at best practices around the country to see what’s working and what isn’t. The Build With Us plan will provide quality infrastructure in both rural and urban communities and blunt congestion without raising the gas tax or going into debt.”

With the press release issued by Lee’s office this week, the “choice” lanes proposal has become official and will be entitled the “Transportation Modernization Act of 2023.”

Lee’s plan will ensure the Tennessee Department of Transportation (TDOT), under the leadership of Commissioner Butch Eley, has the resources needed to solve the state’s current and future mobility challenges. Proposed solutions include: 

— Seeking the use of public-private partnerships to allow private investment in new urban roadway infrastructure, which will allow the state to reserve funds for more rural infrastructure priorities.

— The plan for public-private partnerships will include exploring Choice Lanes, which are additional, optional lanes funded in partnership with the private sector on urban Tennessee interstates to decrease congestion and increase economic impact across the state.

–Expanding the alternative delivery model to save taxpayer dollars and deliver road projects more quickly.

    Well that will cause me to strictly use back roads to get everywhere, plus that still puts a burden on taxpayers who have to commute to work. Lee need to give that tax bill to the company that come down here, since they save taxes in other places.

    Really! How much of a kickback is Lee going to get from this private company. The Lee administration just touted how many billions Tennessee has in surplus. Now they want to charge people to drive on roads which they already pay for. Tennessee legislature needs to really look at this very closely because this smells of corruption. My question is how is this going to ease congestion, when you take one lane away to make it a ” Choice Lanes, which are additional, optional lanes funded in partnership with the private sector on urban Tennessee interstates to decrease congestion and increase economic impact across the state”.
