Sullivan County, Tenn. — Republican State House candidate Jessica Means says her campaign is built on a simple conviction: government should serve the people—not the other way around.

A current Sullivan County Commissioner and candidate for Tennessee House District 1, Means is running to bring a constitutional, grassroots voice to Nashville. Throughout her time in public service, she has focused on protecting private property rights, supporting local families and businesses, promoting government transparency, and defending the constitutional liberties of Tennesseans.
Most recently, Means helped lead efforts in Sullivan County to address the growing concerns surrounding large-scale AI data center development. She worked with fellow commissioners to establish a temporary moratorium that gave local leaders time to carefully evaluate potential impacts on property rights, water resources, agriculture, energy infrastructure, and surrounding communities before major decisions were made.
“My goal has never been to create headlines,” Means said. “My goal is to listen to the people I represent, ask hard questions, and make sure government never moves faster than the people it serves.”

Means says she is running because she believes Tennessee’s conservative values require constant stewardship.
“Our freedoms are never guaranteed simply because we live in Tennessee,” she said. “They are protected when ordinary citizens are willing to step forward, serve their communities, and defend the Constitution. I want to be that voice for the people of District 1.”
Throughout her campaign, Means has emphasized policies that protect constitutional rights, strengthen local communities, support small businesses and agriculture, improve government transparency, defend parental rights, and ensure that Tennessee remains a place where faith, family, and freedom flourish.

A lifelong East Tennessean, wife, mother of six, grandmother, small-business owner, and community leader, Means says her campaign has been powered by volunteers and everyday citizens who believe government should remain accountable to the people.

“I’ve spent this campaign knocking on thousands of doors and listening,” Means said. “I’ve heard from parents, farmers, veterans, small-business owners, retirees, and young families. They want leaders who will show up, tell the truth, and remember who they work for. That’s exactly the kind of representative I intend to be.”
As early voting approaches, Means says she remains focused on meeting voters where they are and earning their trust one conversation at a time.
