“Riley Gaines Women’s Safety And Protection Act” To Become Tennessee Law

The Tennessee Conservative [By Olivia Lupia] –

After coming to an agreement on language through a conference committee, legislation intended to protect the privacy and security of girls and women in private spaces has officially passed the 2026 General Assembly and will become Tennessee law.

SB0468 by Sen. Janice Bowling will require that certain facilities assign housing based on an individual’s biological sex rather than their gender identity. 

Correction and detention facilities, college and university dorms, and domestic violence centers in the state would be mandated to separate bathrooms, changing rooms, and sleeping spaces based on biological sex. Private restrooms, changing rooms, and showers would be also required to be appropriately segregated. 

First responders who are rendering aid, custodians, members of the same family, and young children who need help are all exempted, and parents taking young children of the opposite sex into the restroom or those assisting disabled persons would not be prevented from doing so under this bill.

Single-occupancy areas that are not sex-specific are also not prohibited by the legislation.

The Senate initially passed their version along party lines at the end of March, and the House followed suit about two weeks later.

However, neither chamber would recede from its amendments, necessitating a conference committee comprised of members from both chambers to negotiate on the bill. 

The conference committee was not recorded, but lawmakers were evidently able to reach a suitable compromise which likely did not significantly change the intent or effect of the legislation as both chambers adopted the conference committee reports, officially amending the legislation to the agreed-upon language and passed by the legislature.

Once it has received the Governor’s signature, the Riley Gaines Women’s Safety and Protection Act will take effect July 1, 2026.
