Tennessee House Committee Votes Are Frequently Taken By Voice Vote, Adding To The Distrust Of The Committee Process. There Is Too Much Room For Misinterpretation Of Committee Votes If The Ayes And Nays Are Not Clear Enough For Onlookers, Or Even Committee Chairs.
