A bill that was rolled over from the 2025 legislative session and which aims to make it state policy to only recognize two sexes was taken off notice last week by the House sponsor.

Sponsored by Representative Mark Cochran (R-Englewood-District 23), House Bill 1271 (HB1271) was set to be heard in the House Judiciary Committee.
The Tennessee Conservative reached out to Cochran last week to ask why he had requested the bill be taken off notice but he has yet to reply.

Last year, Cochran noted that the Tennessee General Assembly has already defined “sex” as either biologically male or female and that his proposed legislation would provide an enforcement mechanism, ensuring that state agencies use the definition when creating public policy.
The corresponding Senate Bill 0936 (SB0936) sponsored by Senator Paul Rose (R-Lauderdale-District 32) passed the full committee process in 2025 but stalled before making its final stop on the full Senate floor.
The House bill was deferred at the end of the 2025 legislative session until the second calendar of this year.
Rose has explained previously that the bill works in concert with President Trump’s Executive Order regarding gender ideology. If passed into law, all local and state government entities would be required to revise existing references to sex or gender to align with the state’s definition.

Should a Tennessee resident believe a local government entity is being non-compliant, a complaint could be filed in chancery court. Courts could issue a writ of mandamus to enforce compliance and impose penalties, even barring the agency from entering into grant contracts with the Department of Economic and Community Development.
Reports of non-compliance could also be made to the comptroller of the treasury which could lead to the loss of grant eligibility and withholding of general fund revenue.

Since we do not know why the bill was taken off notice, I would advise to keep slanderous comments to yourself. Name calling is a childish way of comment…………..
