Tennessee Rep. Monty Fritts Shares His Perspective On Geoengineering & Why He Is Sponsoring Additional Legislation On The Topic

My legislation is intended to capture all geoengineering.

Cloud seeding, a practice in many western states and around the world, along with solar radiation management (SRM) and Stratospheric Aerosol Injections (SAI) are technologies discussed today. This is a portion of what my legislation addressed last year as well as that which I and my Senate sponsor offer this year. 

An interesting read of the subject includes weaponization of this technology in the 1960s, see the US Department of State, Office of Historian report on such from 1967 (Project Popeye). These geoengineering efforts are reportedly atmospheric, ground, and sea based.

I also recommend looking into Marine Cloud Brightening.

My concerns with all geoengineering activities are both moral and constitutional. The laws of nature and nature’s God, the Almighty God our Constitution references, are the immutable and eternal boundaries for all matters. Our Constitution and all law in code are subordinate to the laws of the Creator. 

Modifying the weather is morally indistinguishable from transgender surgeries performed upon our children. As a matter of Scriptural fact transgenderism as a whole defies the created order and is an abomination. Man’s attempt to modify weather is equally so. Man’s attempt to increase or decrease CO2 in our atmosphere through chemical or synthesis is equally immoral.

The legislation we passed last year was intended to include all forms of geoengineering. That includes cloud seeding but is not limited to such.

Constitutionally, we the people have not conceded to our governments nor any organization or individuals the authority for them to conduct mass chemical exposure test upon us and our children and grandchildren. Nor have we the people ceded authority for these mass experiments, whether in the name of “Climatism” or economic favor, the authority to pollute our soil, air, water, and food supplies with aluminum, silver, barium, polyethylene, nor any other substance expressly and solely to modify the weather.

These efforts today are a form of secular humanism that rivals the generation of the Tower of Babel. Our Founders and Framers were clearly Creationists in their worldview and our Constitution is both founded upon those concepts and bounded by the laws of nature. 

The application of public funds in these matters at any time must be questioned.

The 2024 House Energy and Water bill included $39 million for the types of geoengineering activities I mention above. See page 119 of that document. NOAA and the Department of Energy spend time and money on this evil and foolish pursuit.

We simply are trying to increase awareness, prohibit the foolish and dangerous activities in Tennessee, and apply penalty to such. And I prefer that local law enforcement and DAs join the fight with our AG to put a stop to this unconstitutional immorality. 

I am happy to see others taking up this fight.

Another Bill Outlawing Weather Modification In Tennessee Introduced That Could Ensure Compliance

 I believe it is a major issue for many Tennessee citizens. Those who understand what is taking place are appalled by it. Those who research the budgets, reports from government agencies, and look back into the past few decades understand something bad is taking place. I think reasonable people are asking, are all the aerosol injections creating crop and food source issues that require other chemical applications to the soil? Are we creating an atmospheric virus so that someone can market a solution?

The 1967 Department of State report I mentioned earlier questions weather modification even in times of war. Unfortunately that War in Vietnam was one in a long series of the loss of blood and treasure that we embarked upon without a Declaration of War. Perhaps another topic for discussion later. But some profit from our continuing state of war. That too must be stopped. But in that DoS report questions are offered about the extending of monsoon seasons in Southeast Asia or the increase of intensity of rain by cloud seeding. We have weaponized weather modification in the past. 

Our TCA 58-2-116 calls out weather modification as something the Governor and his department leaders can study. That law was from the early 2000s as I recall. Maybe now is the time for Governor Lee to begin some of the studies or exploration into disasters to perhaps prevent future such events. 

That gets me to one of my last thoughts on this for now. Are we, in the eastern parts of the U.S., seeing drought conditions because western states are cloud seeding? The laws of nature include the evaporative process created by the sun’s heat to develop clouds. Those clouds then deposit the rain, I think, as the Lord wills. Is is ethical for Tennessee farmers to battle drought because a western state “harvests” more rain or snow? I think no. Is it moral and in alignment with that Creator’s will, the One from whom our Founders thought all our rights are derived, to manipulate or attempt to manipulate the weather? I say no. 

So I intend to keep fighting to rid America of geoengineering. And I think it only appropriate that the fight start in Tennessee. Not only do I have colleagues in Tennessee now entering this fight, but also many other courageous legislators in other states.
