With growing demand for electricity from a data center boom in the region, the Tennessee Valley Authority (TVA) will be changing its rate structure, removing data centers from its manufacturing service rate customer class and adding a roughly 10% billing increase to support the needs of the facilities while still protecting regular residential and business customers.
During their August 20 quarterly meeting in Memphis, the TVA Board of Directors unanimously approved a new rate class specifically for data centers, designed to protect other ratepayers as power demand continues to surge across the TVA’s seven-state service region.
TVA announced it would be considering rate changes earlier in the summer, entering discussions with local power companies and other stakeholders before making recommendations to the board, which believes the new structure will help spur private data center development without raising costs for households or local businesses.
Executive Vice President and Chief Financial Officer Tom Rice said the new data center rate is in alignment with President Trump’s Ratepayer Protection Pledge, which the agency signed onto at the end of July. The voluntary pledge is intended to insulate ratepayers from higher utility bills by encouraging data center developers to pay their own way or bring their own power supplies.
“[These] Board actions position TVA to meet the Valley’s growing demand while continuing to advance American energy leadership,” said Mike Skaggs, TVA interim President and CEO. “Thanks to the Board’s strategic focus and dedication of our employees, we’re building the right resources, adjusting rates responsibly and planning for a future that strengthens communities, supports economic growth and delivers the affordable, reliable energy that millions of people depend on.”
In early 2026, data centers accounted for nearly 20% of all power demand from TVA’s industrial customers with that volume anticipated to potentially double by 2030, according to former CEO Don Moul, so rate protections for average ratepayers have become a priority for many Tennesseans.
The new rate change, which will be about a 10% all-in increase for data centers phased in gradually over the next three fiscal years for existing customers, is set to take effect October 1. New or expanding facilities will face upfront capacity commitment charges, around $1.5 million spread over three to five years to help fund grid and transmission expansions.
