The Tennessee Conservative [By Jason Vaughn] –
This session of the Tennessee General Assembly has been, and continues to be, a whirlwind of activity with a flurry of bills being introduced and making their way through the legislative process.
Here are three bills and/or resolutions that we didn’t write in-depth articles on this week that we believe will be of particular interest to conservatives in Tennessee.
#1 – Senate Joint Resolution 0993 (SJR0993), introduced by Senator Janice Bowling (R-Tullahoma-District 16), proposes adding a provision to Article I of the Constitution of Tennessee to declare an individual the right to refuse medical treatment, and to require that an individual’s other rights not be denied or abridged due to the individual exercising the right to refuse medical treatment.
SJR0993 was introduced and passed on first consideration on February 10, 2022.
#2 – House Bill 2501 (HB2501), sponsored by Representative Tim Rudd (R-Murfreesboro-District 34) and Senate Bill 2474 (SB2474) sponsored by Senator Janice Bowling (R-Tullahoma-District 16), as introduced, would prohibit discrimination based on a person’s vaccination status for COVID-19 or possession of an immunity passport evidencing immunity from COVID-19.
The Act if passed would amend Tennessee Code Annotated, Title 4, Chapter 21; Title 50; Title 58, Chapter 2 and Title 68, relative to discriminatory practices.
HB2501 has been assigned to the House Civil Justice Subcommittee. SB2474 was passed on first and second consideration and referred to the Senate Commerce and Labor Committee.

#3 – House Bill 0578 (HB0578), sponsored by Representative John Ragan (R-Oak Ridge-District 33) and Senate Bill 0657 (SB0567), sponsored by Senator Janice Bowling (R-Tullahoma-District 16), as introduced, would prohibit the provision of sexual identity change therapy to prepubescent minors; prohibit the provision of sexual identity change therapy to minors who have entered puberty unless a parent or guardian has written recommendations for the therapy from at least three physicians; punishes violations as child abuse; and designates violations by healthcare professionals as professional misconduct.
The Act, if passed, would amend Tennessee Code Annotated, Title 8; Title 36; Title 37; Title 39; Title 49; Title 53; Title 56; Title 63; Title 68 and Title 71, relative to courses of treatment for children.
HB0578 was first filed for introduction on February 5th, 2021 and has been heard by various committees and any action has been deferred multiple times over the year. Most recently the bill was placed on the House Health Committee calendar for February 9th, 2022 and they chose to defer to the Special Calendar to be published with the Final Calendar in the House Health Committee.
SB0657 was first filed for introduction on February 9th, 2021 and was passed on first and second consideration the same month. Most recently, it was referred to the Senate Judiciary Committee on February 11th, 2021.
